Support for families
of detainees in Rouen

Write a dated and signed letter stating:

• Information about the prisoner: full name, prison number, place of incarceration
• Your information: full name, complete address, phone number, date and place of birth
• Your relationship with the prisoner (give details, especially if not a direct family member)

Required documents

• 2 recent identical passport-sized photos
• Double-sided copy of a valid ID (national identity card, passport, residence permit)
• Proof of relationship: family record book, birth certificate, marriage certificate or proof of cohabitation
• Proof of residence less than 3 months old (utility bill, phone bill)
• A stamped envelope addressed to yourself
• Copy of criminal record (form B3), not required for children under 14
• Form CERFA 13960*02 "Application for a visiting permit"

Where to send your application

Minors

• Minors of any age must have their own individual visiting permit. The application must be submitted by the holder of parental authority.
• Under 16: must be accompanied by the holder of parental authority, who may designate other authorised persons by letter.
• 16 and over: may visit alone if both holders of parental authority have given their consent and the visit concerns an incarcerated parent.

Video calling (Avisio)

Rouen Prison offers the Avisio video-calling service, allowing families to visit their relative remotely by video call.

The prisoner must have a funded telephone account. The cost is the same as a standard phone call.

Phone access in the cell

Only the prisoner can request phone access. Once authorised, they can call family, friends (with or without a visiting permit) and their lawyer at their own expense.

Documents to provide to the telephone service: identity document, handwritten letter requesting contact with the prisoner, proof of your phone subscription (landline or mobile).

If the person is on remand, the examining magistrate's prior authorisation is required.

Money must be sent by bank transfer only. If you received an IBAN with your visiting permit, transfer directly to that account, including the prisoner's full name and prison number in the payment reference.

• Monthly limit: approximately 200 euros
• Holiday period: limit raised to approximately 400 euros
• NICKEL accounts (available at selected tobacconists) are accepted for transfers

Canteen purchases

The prisoner can also use their account to purchase items from the internal canteen (food, toiletries, stationery, TV rental, etc.).

By public transport

• TEOR T4: direction St-Etienne, stop Orléans, then 5 min walk
• Metro line A: direction Technopole / G. Braque, stop Saint-Sever, then 10 min walk

By car

• From Paris: A13 → A139 → N338 (Sud 3)
• From Caen: A13 → N338 (Sud 3)

Parking

Zénith car park (free) + TEOR T4 to stop Orléans, then 5 min walk.

If your loved one seems to be struggling (low morale, conflict, isolation, violence, extortion, depression), you can:

• Speak to an Abri Familles volunteer at the welcome desk, who can advise on available steps
• Write to the administration (green letterbox near the kiosks, collected daily)
• Contact the SPIP: 02 35 58 99 10
• Speak to a prison officer, especially on Saturday
